You will find that the road segments, mounds etc have already been built into 3x3 prefabs, this was to allow enemy collision, the best way to get the hang of placement is to place them down and see how they fit together (play around with them a bit). There is also pre-built map for examples.
You can rotate and delete prefabs in the same way as you can segments you will even find you can remove individual segments from prefabs once they are laid down.
I know it appears confusing at first but once you look at the prefabs you should find it clicks together.

Just click on 'Add new prefab' to open the menu.
The only individual segments you should have to use are the pavers.

I tried to make these as user friendly as possible, they are a little complex when you want to create hilly roads and such with the terrain mound prefabs, but with a little trial and error you should find it easier.

They are a little outside the norm for FPSC but it gives me a kick every time I see a bunch of enemies jump down from a road 'ledge' as they come after me.
'Null space' doesn't come into play when using these as the segment height max is 40" (any higher and you get floor culling issues).
Null space prevents characters walking off ledges, gantries etc.

It should be noted that Dark AI has problems with uneven floors but all standard AI scripts should allow enemy collision just fine.

If you run into any more problems, just ask

Do you not have flat ground? I was wanting to make simple grass field with a dirt path. It appears like everything has hills...

You could retexture the stock floor segments or check out Cosmic Prophets country pack, might have what you need.
