I was wondering would it be possible to make an app which can print files from a server?

Basically can I set up a serve which can communicate with computers and printers. Then can I use a device to authorise the printing of a document to allow it to be printed?

Not with the current AGK. I don't know if they have plans to add printing functions, but I doubt it. That is the kind of thing that is very platform specific. Especially when you are talking about tablets and iOS devices. Even the differences between Windows and Mac are a pain from a programming point of view.

We added a PrintImage command in 107 that will send to a printer on Windows and Mac, and save the image to the user's photos folder on Android and iOS
