The answer to this question is... it depends. If you're in a team of programmers where everyone has VMware installed for testing with various OS versions, then it would be a simple matter of cloning an existing pre-installed virtual machine. (Or using one that you've already installed.)
But, if you're starting from scratch with VMware, then yes, you would first have to install an operating system into the virtual machine... From there on, however, it's very very snappy to go into "test mode" with VMware, since you can freeze the virtual environment at any point (much like hibernate, only faster).. and continue from that point at a later time.
From my answer it is propably obvious that I am a big lover of VMware. It is an absolutely indispensable tool that has utility far beyond screen capture, and perhaps for that reason, it is a bit of an overkill for such a simple task.
