What program can I use to make a simple walking character that I can put into darkbasicpro?

There are way too many... Most 3D modelling tools like 3D studio max, maya, Blender, character studio, Milkshape....

Not to be condescending but if you looked around this very site you would have found character shop:

Blender is pretty free! I would suggest this. There are a bunch of animation applications out there, but it's just gonna come down to what you feel the most comfortable with.

Blender is pretty impressive. Some people have issues with the GUI, but apparently, it has been revamped and has a better layout in newer versions.

I have never used it, but you could also check out Anim8tor. It seems easy enough and fairly capable.

I'll check out Blender first, but before I spend time on it, is this compatible with DarkBasicPro?

DBPRO is based on Microsoft Direct X; 99% of 3D programs out there can export Direct X files.

Note that Enhanced Animations, is an enhancement for animations.... It does not create them...

First learn how to animate in blender, get comfortable with Basic3D commands, then try out the enhanced animations plugin.

In a nutshell, to create a character, you need to build your character mesh, a single mesh. Create vertex groups for each bodypart, create an armature, add bones with the same name of the vertex groups, then animate the model in Blender and export to .X format.

Obviously if you are new it will take a while for you to grasp this stuff, took me months; but at least it is free.

I use Fragmotion. It's not free, but it's only like $20 and it's very easy. It also ONLY does animation, so it's quite easy to get started with.

EDIT
Never mind, they've apparently raised the price to $50. It's still a good program, but I'm not sure I can recommend it for that much dough...I thought the price was perfect back when it was $15.
