Yes! It sounds like we have the same issue. My lightmapping settings is like yours too. Lowering the ambience light makes it look a little better, and perhaps trying to put the light a bit 'away' cause of it's extreme intensity from where it emits, and the script command setlightintensity does'nt seem to work on static lights.
On some textures thou it looks even better, you hardly see the edges!

so maybe the problem is that the textures aren't really seamless? I'm going to try this by using texture maker when I find the time. And then what really happens when lights hits textures I don't know.
One more thing: Light does not shine thru walls, floors or ceilings but entities behind these walls reflects the light anyway which is annoying
