I would think that the "time" is in fact frames. Not sure though, but it would be either that or a millisecond offset in the animation - in which case animation speed would be useless, so I would assume it refers to a frame number.

To create a new animation without needing one from the start to modify you'd use enan_objMakeNewAnimation to create a clean one and then you can load it in and modify it before saving it out again.
