using \'fog on\', \'fog color 255,255,255\' and \'fog distance\' (various values), but there is no fog

Make sure you use SET CAMERA RANGE to be able to see as far as the distance of your fog.

I am obviously still on the learning curve here.

Thanks. I have the habit of jumping in before reading the no swimming sign.

(also I have been working with buggy software for years and assumed that this was the case here)
