What is best way to make semi transparent 3-d object? I had in mind a white object that you can see through.
Here, I have it started.., but how do I finish it?

MAKE OBJECT PLAIN 6,100,100

COLOR OBJECT 6, RGB(255,255,255)

Is it necessary to use gimp? And if it is, where do I get a copy of gimp?

Another way would be to apply a texture with an alpha channel, and use set object transparency obj, 2 on the object. You may have to also use disable object zwrite so objects behind it are drawn anyway.
