I think its an error, the video shows no characters though the blurb says there are enemies and even mentions 60 all new animations.
It looks like some of the previous contents list from 68 got mixed up with 69. We all make mistakes.
Seems the pack contains vehicles and segments, although it says too that 20 bonus weapons are thrown in this may or may not be error as well.
Even if it as stated its down to the artists what their product sells for and if they include media from other packs that is usually their own to add as a bonus. TGC dont set the prices of media created by third parties, though if it was too expensive they might suggest a lower price (unless its one of the bundles, then they would contact artists for the go ahead to do so). To be honest I doubt the creator intended to bundle a recent pack with one released right after.
Since this pack hasn't really been formally announced in the usual way, in the models and media board, I would wait to see if its all correct first, as I say though if the artist decides to add media from other packs as a bonus its their call but in this instance I think its been a mistake.
