Thanks, xCept. I'm definitely not publishing my next game through AppUp. There is way too many complications. I'll list them here for others to decide if they are willing to work with it (and I need to vent).
As you say they test on very low-end machines. This is true even if you set the Windows Experience Index (WEI) to a relatively high level.
Another issue is that they use WEI which is a very... shortsighted compatibility checker.
And then they only allow you to select Windows 8, Windows 7 64-bit, Windows 7 32-bit, and Windows XP SP3 from their OS list. So if something fails on the ever-so-widely-used Windows 7 Starter only, then you cannot simply exclude it. Your other choices are Ultrabook, Netbook, and Laptop. I only have laptops to test on so I can't guarantee full compatibility with the other two, nor do they provide any information on the differences.
Next, they take approximately 1 week to review your submission and then appear to provide no assistance after rejection. I've asked again for assistance from them this time, but I'm not feeling hopeful.
And then you struck gold with me on the certificate. It's insane. It took 1 week for Comodo (their 3rd party certificate issuer) to contact me to tell me that they need to call me AND they wouldn't call me without having my business # listed on Superpages or something similar. After begrudgingly listing my cell # on super pages they took almost another week to call me to verify I'm a real person... all this even though I had to submit a phone number to AppUp.
At this point they've made it pretty clear that they don't really care to work with small Indie Developers and their market is subpar. Even their AppUp program for Win7 is very slow to load and the user interface doesn't function well (can't even scroll with a mouse wheel). Oh and their super awesome website is extremely slow and will often not even work correctly (like someone is constantly fiddling with the CSS or something). And it's not just my machine, I've tested on 2 other machines at home with various browsers.
