3DWS uses a discontinued support version of OpenGL, and as such is presently not usable on Win8, if you still have your previous licence and disk of Windows, on Pro you can install it into an Hyper-V machine and use it that way, though V-Sync does not work and you will find it slightly difficult to use the 3D viewport leaving you to use 2D views mainly... But it will work that way...
Or you can side load your previous Windows..
