I was wondering if it is possible to skip frames in DarkBasic Pro. I know that frame speed can be limited, but can frames be skipped (i.e. not drawing to the screen, but still executing the game loop normally)?

if your AI/logic code is self reliant, then yes. Just skip rendering (sync'ing)..

The one command to render the screen is sync, omit that as you see fit

Is there a way to find out which frames to skip (so it makes it seem like a smoother transition, for example, instead of skipping the last 5 frames from a 45fps animation to make it 50fps, skip frame 1, 11, 21, 31 and 41) and find out the number of frames to skip?
