never heard there is an issue with this..
u should've posted few image quality samples for us

another question; did u use PNG or just JPG with quality flag "1"?

also, if u saying there are differents between xp and 7, you may want to reinstall your DX 9.0c version - google for "DX 9.0c latest download"

or also you may want to check your graphic card driver parameters..
some of them may be default
this may help you understand what i meant;

at any case, if you create an executable from DBP and run the file from both 7 and XP windows, if you still see the difference, then the problem is defenately at your drivers and not in dbp.

as i said..
try to compile your EXE in windows 7, and execute it in both window (xp and 7)

case 1: if the there are still difference between the image quality
Answer: Problem is with your graphic/directx driver

case 2: if there is NO difference between the image quality
Answer: problem with compiler that runs under windows 7.

You shouldn't manually install directx. The normal directx 9.0c web installer will be fine. Remember, windows 7 comes with directx 11, and it can exist side by side with directx 9.
