This has been asked before. I think the easiest for just outside a window is just to place a "rain" decal.

Either place a rain decal. (there should be one on the forums somewhere or buy this weather system here)
Or use one of the metro theater waterdecals on the windows. It looks cool! Like the effect in hitman: contracts.
