Yes, DBPro will work fine with Windows 8 if you take care of 2 small problems:
1. DBPro requires DirectX 9. Windows 8 does NOT come with DirectX 9 preinstalled. I think that is the same for Vista and 7 but I am not sure.
The reason for this is that Win 7 & 8 came with DirectX 11 and Vista with DirectX 10. Both of which are not downwardly compatible, so
you and the people using your games might have to install the DirectX 9 runtime additionally if that hasn't been done by some other game's installer. Otherwise starting your game/executable will result in an error stating that some directx dll-file is missing.

2. Starting with Win 7 SP1, M$ has introduced some changes to the UAC security settings which will prevent any game you create from running on Win 7 SP1 or later (probably also Win 8). So you MUST install the DBPro Patch RC 7.7 before you can compile anything. You can find that

People using your games won't have to do anything here, but as I said you need to have the patch installed when compiling.
If you get those 2 out of the way DBP will work fine in XP, Vista, 7, 8 and even the 8.1 Preview, both in 32 and 64 bit.
