I have a simple question:
Will there ever be a version of Dark Basic that supports DX 11? or are we stuck with DX 9 forever?

Instead of waiting why don't you start working on your own DX11 engine as I am doing...

But we never know, Lee might suddenly awaken one morning and say, DX11 BABY YEAH!

It seems like most PC games still support DX9 without any major graphical differences from DX11, so I'm confused as to why this would be necessary.

Just to keep things clear, DX11 is actually DX10+11

11 sits on top of 10...

And to clarify, DX10 was a complete rewrite and a different pipeline for visual processing... Shaders to name one major change... I am still early days with my studies on it but basically, they are incompatible... but not inaccessible...

About those 2 minutes... what if it were 3?
