By using a layer, a bit of transparency and a fitting blending mode in an art program. You can erase areas you would not like to be camouflaged with the eraser. There will be more accurate tutorials in communities related to your art software.
You can use paint.net to convert .dds files. This requires some trial and error if you are new to this.

You can not make great army fps games in FPSCreator.
You can however make smaller army-themed fpsc games.(I'd recommend making some covert ops- behind enemie lines- spy sorta game where you do not need to rely on many enemies or squad battles) If you get any inspiration from current call of duty or battlefield titles you would be better off also studying older FPS games.
Please note that modern military fps games are millions of dollar heavy project. Call of Duty 4 for example cost 20.000.000 USD.

Please note that it is rare to find packs like this. It only shows how great this community is. It is usual that you would have to pay for quality assets like this otherwise if you require more assets. You can find a lot of free assets to work with around here tough. Also take a look at the official modelpacks. There is war related stuff around.
