Yeah, I remember seeing this a while back too, but I don't think Evolved ever released it
The next best thing he's made is MapScape (which is a brilliant program), you can get it from his website

It's more of a complete 3d map editor than just a terrain editor, but it can do texture painting and terrain editing, so it should be useful

If you check out the examples in the Maps folder, there's an example of terrain!
You can edit it using the Displace tool in the toolbar at the top

yes it is. but i mean terrain texture paint , filters like erode and other stuff from landscape
