Yes, it's designed for rendering 2D stills, like an artist would add terrain and foliage, water feature, tree's etc etc, then render it and then maybe post-process it in Photoshop, to produce pretty close to photorealistic scenes.
But, you can render say, a terrain from the top down, or a tree, or anything really. You would need to put in some work to make it a tile sheet - but if you can use 1 big image as the backdrop for your game, then it's a lot easier. It has been a while since I used it - so I'm not sure how good it is at saving say, an individual plant as an image - but there's always a way. Vue should save right to PNG which is ideal for AGK.
