This is an older, yet free and very effective program for composing music. I used to use the DOS version back in the 90's, and I see that they have a Windows version.

The software includes WAV exporting, which could then easily be converted to MP3 with Audacity, etc.

Here's a little intro I recorded using only 4 instruments, exported to WAV and converted in Audacity.

Here's a re-creation of part of the Theme From Midnight Express

One of the instruments had a little 'pop' in it, but you can totally control the quality of your inventory by importing your own sounds.

Here's a little hip-hop loop I made for fun.
I imported an 808 bass WAV for an extra kick...

Really, though, I need to try and compose some more orchestral-type music for games. These little beat songs are too easy and not very useful!

Ok, I've worked out a little 'cheat' for some soundtrack-style orchestra music.

Step 1, I've composed a few bars of strings and flutes that sounds something like a clip of 'Stairway to Heaven'.
Not bad, but not quite enough music to be useful.

Step 2, I've reversed the entire track while still in WAV format, decreased the pitch/speed and then loaded it into PaulStretch and extended it to 1 minute. Then I faded both ends in Audacity and exported to .MP3
