Do you mean decal-particles? If so I see what you mean.
They don't animate anymore. If you still have 1.20 beta17c
they still work great. After beta18 they appear not to.

Yes, the decal to the first link is a decal-particle.
Also having problems with them at the moment.
Not sure about the second one.

Full screen huds do work better and Rolfy's Weather system is the best. But here, try this attached file. It's a "decal snow particle". I got the particles working again. Place the "particle"
one level above player and see if it works. Let me know.
