To elaborate, are the characters from that pack capable of using .lipsync files and talking with FPSC?

To my knowledge, no. The only ones I know of are the models directly from TGC themselves. This includes the stock talkers and History/School Pack talkers.

That is the most disappointing thing I will read today

So who do I have to talk to/pay to upgrade them to be DarkVoices compatible? I realise Errant AI made the original models but the talker characters were obviously made by someone else.

This would require a complete re-rig (to my understanding) in which there wouldn't be anything "easy" or "cheap" about it. You simply get what you paid for. I guess you can use the masked versions for talkers in a "smoke and mirrors" kind of way.
