I've wanted to do Coding for a long time, and recently came back to DBPro after having taken an introduction course a few years back. I'm not sure why, but when i loaded the DBPro onto my new PC since my old Laptop broke, i can't get it to work for some reason?

Following straight out of the tutorial, no changes, and i get an error every time that says "Could not create C:\Program Files (x86)\The Game Creators\Dark Basic Professional Online\TEMP\dbp_program.exe"

What causes said issue, and how can i make it so that i can get back to learning the BASIC language?

Sounds like a permission issue to me. The compiler is located in C:\Program Files (x86)\The Game Creators\Dark Basic Professional Online\, which is a folder to which a user with normal privileges doesn't have write access.

Recommended solutions:
1) Change the privileges on the following folders in your DBPro installation directory: TEMP, Projects
2) Save your project somewhere where you do have writing permissions before trying to compile it.

Unrecommended solutions:
1) Run DBPro as administrator.

I'd do option two. You'll realize why when it comes to coding game saving.
