For now I've added the Visual Studio 2013 libs as an additional download to your products pages, just extract it into your Tier 2 folder and open the new template_windows_2013 project in the apps folder. You can't extract it to a separate folder on its own unless you also change the include paths to point to your Tier 2 folder.

When the next major update is released these libs will be included so this will no longer be necessary.
