I just migrated DB from XP to Windows 8.1, and after a bit of research here in the forum it went rather smoothly. I successfully ran a "Hello World"; however, I'm yet to test all commands.
For all you dummies out there (like myself) who wish to migrate here's a short basic summary of what I did. I think it's easier to have this written down in a single cooking book recipe than to collect all the necessary information from various threads. I haven't installed any additional plugins, so this is just for the basic DB Pro config.

1. Make sure your user has all admin rights.
2. Make sure you have the correct DirectX 9.0c files on your system. You can download the original files from the Microsoft site. For my basic config it was enough to copy the "d3dx9_31.dll" from the old machine to the new machine's "windows/sysWOW64" folder.
3. Download these files from www.thegamecreators.com:
- "DarkBASIC_Professional_Online_54_90.zip" (extract it to "dbpro_5_4_high.exe")
- "dbpro_upgrade_7_62.zip" (extract it to "DBProUpdate-U762.exe")
4. Get your original activation key from the user area at www.thegamecreators.com. Save the 128 char key into text file and keep this ready.
5. Install DB PRo: Run the "dbpro_5_4_high.exe" installer. I used the target folder "Program Files (x86)/Dark Basic Professional Online"
6. Activate it: Open the program folder and run "Launch.exe". Click activate; this opens the window "Dark Basic Pro Activation Service". In this window, press "Enter Order Key" and insert email and order key aka activation code. Press "next >" and wait for the activation. When activated, close the window, and close the editor.
7. Update to the current version: Run the "DBProUpdate-U762.exe" installer. Use the same target folder as the original. You need no further activation here.
8. Install the newest synergy editor: Download "synergy_editor.zip" from www.thegamecreators.com, and extract it to "Synergy Editor.exe". I then moved it to the same DB program folder.

That's all. Run the editor, type
print "Hello World":wait key:end
hit f5 and be happy.
