Is there a Tier1 Command for enabling Immersive Mode on the android platform?

No there isn't, but there are a couple of people around here who know how to tweak the APK package to add extra functions like this. Hopefully they'll see this thread.

I recently ran into this when trying to target API 21, which for some reason turned on a transparent navigation bar with no way to turn it off, not quite immersive mode but nearly. After much trial and error I had to drop back to API 19 to get the normal navigation bar back, so there are some nuances there that I'm not keen to explore yet.
