I reinstalled the Technical Preview just to check this, took less than an hour to get this screenshot up...

Vanilla fresh download DBPro from Product Download panel
Updated to U7.62
Installed DX9 and .Net 2/3 [Windows10 tells you to install this and provides it automatically]

Did not require the Windows 8.1 Synergy Editor
