I just tested in both Windows 8.1 and Windows 10 and it opens using the default browser (i.e,. Firefox or Chrome). Sounds like something is a bit off with your OS default browser association. Perhaps make IE default again and then make Chrome default see if that helps. Works fine for me.

i believe windows use a registry entry for the protocol http: and one for the file extension .html
maybe look there with regedit.

did you use http:// in OpenBrowser url?

or maybe you start agk/steam as admin user, means other user context.

Yes, I use http:// in url.
I think people shouldn't think about admin-user run...

with "admin" permissions option in windows
i wanted say that is possible to have different user and settings.
(not meaning you should start as admin)

but i think your windows saved differnt default browser
for protocol and file extension.

But anyway thank you!
