i would like to know if there is some software out there for someone with no programming skills to produce a hybrid RTS/GRAND STRATEGY game?

No, there is no application for somebody with no programming skills to do this.
If there was, the whole world would be doing it

Rtscreator requires no coding. Quick Google search brought it up. No idea as to how user friendly or powerful it is.
