Is there anyway to create a reusable code library in Tier 1 rather than only copying/including files?

Sure. If you have your own library of Tier 1 functions, you can use #include which will copy your functions to the bottom of your code, or if you want to insert another file in a particular location within your code, then you can use #insert.
