You can use the Steam version outside of Steam, it is effectively the same piece of software.
Steam seems to have some really good deals, quite regularly.

But you need to check your price, it can change depending on what you already own. Probably really cheap with the current exchange rate!
I think you can only buy some of the additional products on Steam if you bought AppGameKit through Steam.
