AppGameKit Classic Chat / AGK behavior on non-multiple of 30 hz screens?

Apologies for the bit cryptic nature of this question. What I 'd like to know is how would an AppGameKit game with locked 30 or 60 fps refresh rate behave when viewed in a screen with refresh rates that are not multiples of 30? For example an AppGameKit game with 30fps in a 50 or 59 Hz screen, or a 60 fps game in a 72 HZ or 144 Hz screen? Is there going to be screen tearing or other unwanted screen refresh effects? Is everything dependent on the manufacturer? (with the screen adjusting refresh rate accordingly?) Thank you for your time.
