there is a train level and i would like to know how you would go about making the segments (outside the windows) move.

Segments are part of the static geometry of the level and cannot move.

If your train level is set in a tunnel, a way to fake the movement of the traincar would be to use dynamic walls, floor and ceiling and apply a scrolling texture shader to these entities.

i was planning on using decorations or sprites, but i don't have the software to make those things.

I made a test level exactly like this sometime ago. I made custom segments for a coach-car using fpsc Segment Creator.
To give the impression the train was moving I placed a square billboard outside the windows with a video-texture overlay
showing the country-side moving. Worked like a charm Worth a thought ?

My games never have bugs. They just develop random features..
