Why wont they let me purchase GameGuru loader?

Your transaction failed because you are trying to buy 'AppGameKit - GameGuru Loader' which requires ownership of 'AppGameKit: Easy Game Development'. Please correct the error and try again.

I have AGK2 through TheGameCreators but I guess it doesn't recognize it. Do I have to get AppGameKit again through steam?

You can buy the "download" version of GameGuru loader from the AppGameKit website (https://www.appgamekit.com/dlc/gameguru-loader), although I ended up buying it twice to get the auto steam updated ver.

Perhaps try adding your AGk to steam via "add a non-steam game" and then see if it'll let you?
Should be in one of the drop down lists when you open steam
