For the post effect retro_screen.fx, place the retro_screen.fx in your effectbank\postprocess folder then use this script in a trigger zone anywhere in your map. (download at bottom)

For the other effects, place them in your effectbank folder. Then attach them to entities using the properties panel. As far as segments go thats a little harder but you can find all the info you need here:
