Do you have any kind of firewall running?

I have nortin antivirus firewall, but I disable it when I run multiplayer.

I also have a roughter. people suggest these roughter programs, but I have no idea how to use them

I have a windows XP, are there any special settings I need to adjust on that?

I just had to allow the exe's access to the outside world inside Norton Security 2004. I'd be surprised if the ISP blocks the traffic, I think its more like a configuration issue with your router. Quite often they have the more popular online games built in to them. A friend of mine had to configure his router to allow Unreal Tournament to work on the internet (assigning certain ports to a specific PC on the internal network for example). Have a look through the router docs. (For things like online games, most of them have info about them in there)
