I just got a new computer from CyberPower Inc. (http://www.cyberpowerinc.com/).

SPECS:
- AMD Athlon XP 3000+ @ 2.18Ghz
- Abit NF7 nForce2 ULTRA Chipset 400 FSB AGP 8X w/ LAN, USB2.0, & Audio
- 512MB PC3200 400Mhz RAM
- 128MB Radeon 9600SE
- 52x32x52x16 CD-R/W & DVD Combo Drive

I was wondering if there was anyway I could get more juice from my computer and increase FPS. I was running Neverwinter Nights with everything at max and 1024x768 @ 72Hz and I get a 18-35FPS. Although it says that, it seems like the FPS is higher because I see no lag.

Maybe I could overclock or something but I don't know how to. What do you guys think?

I would leave it alone, overclocking is not just risky but can drasticaly shorten the life of your components without serious cooling upgrades, honestly, if it runs ok and your happy, why risk destroying it for a whole 3-5 fps? (thats about the best gain you can expect without upgrades to the cooling)

If you need more speed for games upgrade your video card. Overclocking your VPU is normally a bad idea (especially if you're new to doing it) and with those specs I don't see much point in upgrading/overclocking anything else.

Or you could try squeezing it like an orange.
If that doesn't work, maybe the juice comes as a powder. Just add water.

Well I got about $200 to spend on a new one but not until 1 or 2 years because I don't wanna ruin my warranty. Its a 3 year warranty but after 2 years I will so need an upgrade.

Better leave your pc alone for at least a 6 months now. However, your videocard is the bottleneck, but I think the prices will drop, so wait a few months and then buy a new one.
