That's a modeller that allows you to modify the vertices individually.

Metasequoia LE would be an example of that. Besides being a freebie, it is also great for customizing DoGA CGA parts and merging/welding DoGA models to make more efficent game meshes.

I wrote a simple one in DB.
Unfortunately the meshes made can only be opened in DB.
If I finally get a website I'll upload it.
