Say I have a curved pipe. It is a cylinder which curves 90 degrees. I have a stripedy rainbow pattern texture thingy (or something like that). Is there anyway I could texture the pipe with the texture so that the stripes always face the way the pipe is going?

This is just an example.

Tools like LithUnwrap (or any other texturing tool) should be able to do what you want. If you're using seamless textures, it should be even more do-able.

one way is to build the pipe straight with the divisions in for the curve, cylindrical map it and "then" curve it
