This is an example to show you how to randomize UV coordinates of mesh object. Hold down the space bar for 'gross' randomization of the UV coordinates. Hold down the control key for 'minor' randomization that ressembles disturbed water or heat shimmer.

The one big perk to this method is that it does not use shaders so it will work with the most basic of video hardware. The image 'test.bmp' is not essential for this demo and any image file (that's not a solid color) should work.
