I found this while browsing through the MSDN/DirectX newsgroups. You'll need the .NET framework installed for it to run. I've included the exporters in the zip(convxof.exe,convx.exe,conv3ds.exe)
file.

Haven't tested if it exports animation data but static .3ds files made in trueSpace work fine.
