What program would be best for modelling hollow buildings so you can enter them?

Depends how your going to use them really.

GTKRadiant or Valve Hammer, are probably the simplist as they export BSP and you simply load the BSP world.
However they aren't many tools to currently take advantage of BSP properly (TGCs need to be better)

Generally most modelling applications can create buildings, but 3D Studio Max is one of the easiest imo for creating Architecture, due to the design layout and very precise CAD abilities.
Horrible for creating creatures, but very good for vehicles and buildings.

3D Max would be a very good option, you can be very accurate, and once u get to know it a little be, its real easy to make things.
