This looks like what I have been waiting for, for a long time. I've always wanted to use C++ to make a game but DirectX was always hard but this looks like a good path me, but can I also use DirectX with the darkbasic functions at the same time?

Probably - however, adding an extra DirectX layer will cause its own problems - keyboard detection for example - the new layer would override DBPro's one.
