DLL Talk / Looking for a image making type plugin

I'm looking for a plug-in to make images with.

my current project at the moment has multiple uses for such a dll, and its for things which get image can't do, for example, one thing i need to have in my project is the ability for the user to create a square greyscale single-coloured bitmap to use later on as a flat heightmap.

any trails i should follow to find such a thing?

you could always use DevIL

i figured out how the memblocks with bitmaps worked
