Well think about it, that picture(or is it a mirror?) is in color.

As Benjamin has noticed, only the textures are in black and white. It is a deliberate art direction choice to support the noir movie atmosphere we're trying to build in the game.

When the mouse passes over interactive objects they get tinted red, and that's why the mirror is colored.

Is that terrain made using the DG functions or something else?

I made the terrain using Geoscape, then used the DarkSDK Terrain Functions for rendering.
