The only big change really is they changed the D3D library from static to dynamic. There's only 1 flaw, NO FRIGGIN SUPPORT FOR WINDOWS2000!!!!!!!!

I am sorry, but windows 2000 was not made for games or DirectX applications. You should say thank you that it supports DirectX and OpenGL. If you don't like it, switch to XP.

The executables all want d3dx9_24.dll for some reason - I presume that is install when you install the debug version of DirectX (which I dont want to install as its a real pain to get rid of).

So far DBPro is pretty future proofed by using DX 9 for the time being. It will be a long time before DX 9 is phased out. But with this new development will the networking component of DBPro have to move over from DirectPlay to something else to prolong future compatibility? How long before they phase DirectPlay out?

DirectPlay deprecated? Now, that is interesting...

Official DBPro support for Winsock would be very nice.

No. It will be installed as a part of the standard installation too. Part of the change was to switch from static to dynamic loading. Probably the next release will require a d3dx9_25.dll or something instead.

No. MS cannot remove DirectPlay interfaces from the existing versions of DirectX - that would break all existing games that use it. The most that they can do is to remove the DirectPlay interface from future versions of DirectX. Even if they do that, it will still be possible to use DirectPlay9 while using Direct3D10 upwards.
