Win32api is a type of API system, and user32 is a dll that is part of the Win32API. Get API-Guide, it is no longer being worked on but it has hundreds of commands that are in the user32, shell32, kernel32, GDI32, dll's. API-Viewer is also another good program all though it is for the more advanced user.

Look either in your system dir as in c:/windows/system or in c:/windows/32system

Then take the dll name you found in the folder, and do a search at msdn to find out what the dll is and what commands it has, Then go from there on the web with a search about the dll on the web to get more info.
