I'd likt to know if BlueGUI can handle to create windows and items like in the properties windows available in Unreal ED ?

Nah, BlueGUI modifies the application's window, AFAIK it doesn't make gadgets inside the window. That's why other people have been making GUI plugins. I made one, but you can't click on anything as I was depending on the Intersect Object command (which is bugged).

BlueGUI doesn't have property sheets - but you could always use a treeview like Rainbow.

You could use toolbar and a treeview. Or use treeview on top of a custom window. To create a custom window, make a window larger than you need. Then create a panel w/the background you want and then mask the window to that panel. You can use canvas objects for making custom objects etc...
