Also try and stay away from lycos Europe hosting. I have been with them for about a year but when it came to renewing my subscription, they fumbled my account and now i can't get into my account. They have locked my site and claim i havn't paid (even though i can proove i have). I have now had to contact trading standards and i am a week off starting legal action against them.

A free host is a good place to start. Most come with some sort of designer that you can just dump some stuff on a page and come up with a nice looking site. If you want to have more control over what you do, consider learning HTML, and look towards XHTML. I say XHTML because that is the standard that is going to be implemented by W3C in the next few years.
If you get a hold of that, you might have a server side language on your free hosting, try taking a few tutorials on this server side language to let you do some interesting things. It can also help take development time down for html as you can get the server side scripts to spue out the html you use the most.
