First thing to check: Use the IP address instead of the domain name. So replace files.fpscreator.com with 72.36.165.86 and try again.
Still not working? Ensure your firewall allows FTP programs to run. FTP will open a connection on Port 21, but it will then negotiate another port between itself and the server, which could be pretty much anything (typically above 500). This means you need decent firewall software that can allow application layer connections, not port specific ones. Windows Firewall works fine for this, as does Zone Alarm, etc. Ensure your FTP client is allowed access through your firewall. Changing the port number to anything other than 21 will always fail btw.
Neither of those? Are you behind a Proxy Server? If so you'll have to configure your FTP software accordingly - and it varies totally between each proxy, so go read the manual I'm afraid.
